Im Vorfeld einer Ausschreibung ist es für eine Kommune wichtig zu prüfen, was sie im Sinne der Nachhaltigeit erreichen will. Jedes Umweltlabel setzt etwas andere Schwerpunkte. Keines deckt alle Aspekte der Nachhaltigkeit gleich umfassend ab. Es kann deshalb sogar sinnvoll sein, Kriterien von mehreren Labeln vorzuschreiben.
